Indian nurse who wants to be an Aussie thwarted because of son’s microcephaly


NURSES and doctors at a NSW hospital are battling to save an Indian colleague’s bid to stay in Australia they say was unfairly knocked back because of his son’s medical condition.
Wollongong nurse Deepak Manuel signed a statutory declaration to vow his son’s condition would never be a burden to Australia’s healthcare system, but his $8500 application for permanent residency was rejected on those grounds.

Workmates and seniors at the city’s hospital say he brings great devotion and skills to the same healthcare system he has promised never to rely on if his son, Savio, ever needs treatment.

Savio, five, was born with microcephaly, the condition which gained recently publicity due to widespread outbreaks across South America. [youtube id=”KY3xd64Kx4U”]

Babies with microcephaly have head circumferences smaller than average, which can affect brain development. Doctors say Savio has a mild to moderate developmental delay.

Bobbie Levy, who has worked with Mr Manuel in the hospital’s operating suite for three years, wrote to Cunningham MP Susan Bird to help plead his case, saying he was highly regarded by all who knew him.

“He works tirelessly, doing more than his fair share of overtime for the benefit of Illawarra’s public patients,” Mrs Levy wrote.

“He stays back after long days and goes without breaks so that one more unwell Australian gets their operation that day. He does this day after day.

“I want the officials who make residency decisions to know these things about Mr Manuel, who has the support of our whole unit. He is a genuine, kind, respectful gentleman and makes Australia a better place to live!”

Mr Manuel, who now faces having to leave Australia with wife Ancy and sons Savio and Jeremy by August, said he had spelled out to the immigration department that Savio’s microcephaly would not create public expense.

“We give them a stat declaration saying that we were happy to buy a house and invest in it for Savio, that we don’t need Centrelink payments, and that were happy to provide for his health needs,” Mr Manuel, who came to Australia from India via New Zealand — where he has permanent residency status — four years ago, said.

“Incidentally, he doesn’t require any medical attention, and we have savings in any case.”

Also going in to bat for Mr Manuel was unit manager Patricia Bate-Charlton, who praised his expertise in a variety of medical specialties and said he was a mentor and role model to all in the operating suite.

“Deepak is a valued, well respected and cherished team member — a man of commendable character and dignity who has unwavering commitment to his profession and his patients as well as his peers and colleagues.

“He epitomises what a loving, gentle, dedicated family man is and displays a compassion for all humankind which is rarely seen these days.”

Head of orthopedic surgery Dr Greg Stackpool said Mr Manuel was a key player in the team’s “unwavering commitment to healthcare of the highest quality”.

“There have been numerous occasions where Mr Manuel’s expertise and intuition as a theatre nurse in orthopedic surgery have been invaluable to the service.

“We must fight to have our colleague’s unjust decision overturned.

“We cannot afford to lose this man and his family.”

A spokeswoman for Sharon Bird said the MP’s team was doing all in its power to help Mr Manuel, who said he was most grateful for the support of his colleagues and members of the south Indian community in the Illawarra.

His family has joined others from the Kerala state in India who attend a nearby Catholic Church community, and he said he would love to apply for Australian citizenship if permanent residency could be achieved.

“Savio has started school this year and they are such a wonderful bunch of teachers and we could see marked improvement in him,” he said.

The Department of Immigration and Border Protection said Mr Manuel had the option of applying for a further subclass 457 visa — which would allow him to continue working in Australia — or returning to New Zealand.

“Where a person has had a visa application refused they are generally able to seek review of that decision. Mr Manuel did not avail himself of this option in relation to his permanent visa application,” a spokeswoman said.

Mr Manuel said the email advising of his rejection arrived when the family was on holiday in India.

“We didn’t get to read it until after 17 days it was send to us. Eventually when we found out we were so disappointed and depressed that we were not thinking properly or logically and missed the 21 days’ deadline to appeal the decision,” he said.

The department spokeswoman said most visas for Australia require applicants to meet the migration health requirement set out in Australian migration law.

“The health requirement is an objective assessment to determine whether the care of the individual in Australia would likely result in significant costs to the Australian community or prejudice the access of Australian citizens and permanent residents to services in short supply.”

John can provide them with highly graphic detail about the services on offer however, filing reports that can run for up to three pages and include dates, times, people, places, who, what, when, where and how much.

“It’s a document that will be used in court, so it has to be pretty detailed and very accurate. It’s not something you can waddle off in a couple of minutes,” he said.

More often than not, he claims, the parlours are fronts.

“If you looked hard enough, you might be able to find a massage parlour that doesn’t offer s3xual services,” he said. “In my experience there have only been three premises where I have gone in and not been offered that service some time during the course of the treatment.”

John notes that while some offer intercourse which he obligingly accepts, “more often than not it’s just a handjob. They just want to get it over and done with and get the next one in.”

Lachlan Jarvis, managing director of private investigation firm Lyonswood, is in charge of hiring undercover s3x investigators.

“We prefer people who are single, and obviously they have to be willing to undertake s3xual activity,” he told news.com.au.

 “I’m not surprised that some people would say that spending ratepayers’ money on the services we provide is outrageous, but they don’t understand that we help stop s3x trafficking, for example.”
John counts himself lucky to have what is a fairly relaxed and flexible job.
“It’s not your typical nine-to-five, Monday-to-Friday job,” he said. “There are no time constraints, and there’s never been a stage where I’ve felt threatened or worried about my safety.”

Everybody dreams of making it big in life but very few determined souls really act upon it. The story of Najat Vallaud-Belkacem is a testament to this, who overcame all the obstacles life laid at her feet and carved her own destiny.
Once a shepherd girl of four – who fetched water from the well – Najat moved to France with her family and faced the real world full of opportunities as well as struggles. The Moroccan girl who had no proficiency in French learnt the language by the end of her first year in college.
“The fact of leaving one’s country, one’s family, one’s root can be painful, my father had already found his place, but for us, for my mother, it was very difficult to get our bearings.”

Najat inherited hard work and resourcefulness from her father who laid strict rules for his daughters – no boys and no nightclubs till the age of 18. As a result, the girls completely surrendered themselves to studies.
Najat’s sister, Fatiha, is a lawyer in Paris.
While studying at the University of Amiens, Najat got the opportunity to pursue higher education with the prestigious Institut d’études politiques de (also known as Sciences Po). This set her on the path winding the political landscape in France.

Najat worked two jobs to take the financial load off her parents while pursuing her Master’s in Public Administration. It is during this time she met Boris Vallaud, a fellow student, and the two married in 2005.


Najat’s political career began with her joining the Socialist Party as an adviser to the mayor of Lyon. She later ran for elections and won the seat of the Councillor. In 2012, she was appointed as the Minister of Women’s Affairs by François Hollande, the then Socialist president.
In 2014, she served as the Minister of Women’s Right, Minister of City Affairs, Minister of Youth Affairs and Sports. In a major cabinet shuffle, she was promoted to serve as the Minister of Education. While advising the youth who want to participate in the country’s politics, Najat said, “I have always advised the youths to get involved in politics. The best way to be happy with your future is by playing a part in it. If you’re just a spectator of collective fate, you’re bound to feel frustrated.”
